Chinese nurses in New Zealand: registration and practice

Nursing is a regulated occupation in New Zealand. The qualification is rarely the hard part — registration, hours, English and competence examinations decide the outcome.

The order, from China to long-term residence

  1. From China, complete everything that can be done offshore: TruMerit primary-source verification, the Nursing Council application, English test results, police certificates.
  2. The Council assesses education equivalence. Applicants educated in China are commonly required to sit a theory examination and an OSCE.
  3. If the OSCE has to be sat in person: apply for an Occupational Registration Visitor Visa — a short-term visa used only to complete this step, not a long-term route in itself.
  4. On passing, obtain Nursing Council registration and an annual practising certificate (APC).
  5. With registration in hand, accept an accredited employer's job offer and apply for the Accredited Employer Work Visa (AEWV) — this is the first link in the long-term chain.
  6. After working on the AEWV and accruing New Zealand experience, look at residence routes such as the Skilled Migrant Category.

How the qualification counts

  • Bachelor of Nursing with both certificates: NZQCF Level 7. If the institution is on INZ's China exemption list it can skip NZQA assessment; otherwise an IQA is needed (NZ$445, about 10 weeks).
  • Nursing junior college diploma or midwifery diploma: estimated around Level 5, below the New Zealand Bachelor of Nursing. Whether it passes education-equivalence assessment depends on theory and clinical hours, and the outcome is uncertain.
  • Secondary vocational nursing certificate: estimated around Level 3. The Council assesses equivalence case by case, and awards at this level are commonly not accepted.

Registration requirements

  • Current Chinese nursing registration, with registration history for the last ten years.
  • At least 1,800 hours of post-registration nursing practice.
  • English: IELTS Academic 7.0 in reading, listening and speaking with 6.5 writing; or OET 350 in reading, listening and speaking with 300 writing.
  • TruMerit primary-source verification sent directly by the awarding and registration authorities — personal scans do not complete it.
  • Applicants educated in China should generally expect a theory examination and an in-person New Zealand OSCE; the Council makes the final decision.

Getting to New Zealand

Nursing has no interim practising status obtainable offshore that supports a work visa. If the Council requires an in-person competence assessment, the Occupational Registration Visitor Visa is normally the route in to complete it, with a work visa following registration.

The binding limitWithout Nursing Council registration and an annual practising certificate you cannot work as a nurse. Appearing on an immigration occupation list does not grant permission to practise.
