Chinese teachers in New Zealand: registration and teaching

Teaching is a regulated occupation in New Zealand. The question is not what level your degree is, but whether it is a teacher-preparation programme — plus English and character evidence.

The order, from China to long-term residence

  1. From China, apply for an NZQA Teaching IQA comparing the qualification against New Zealand ITE standards.
  2. Assemble English results, police certificates, professional standing and teaching appraisal evidence.
  3. Use the IQA to apply to the Teaching Council for registration and a practising certificate — none of this requires being in New Zealand.
  4. With registration in hand, accept an accredited employer's job offer and apply for the Accredited Employer Work Visa (AEWV).
  5. After teaching on the AEWV and accruing New Zealand experience, look at residence routes such as the Skilled Migrant Category.

How the qualification counts

  • Normal-university (师范) teacher-education degrees and diplomas, and early childhood education degrees and diplomas that include a supervised practicum: these are Initial Teacher Education and take the standard route.
  • Education studies or education management degrees: not teacher-preparation programmes, and not ITE even at Level 7.
  • Master of Education (Level 9): a higher level, but still not initial teacher education — level does not substitute for teacher preparation.
  • A degree in a non-teaching subject: not ITE. Normally only a discretionary pathway remains, with no guarantee of approval.

Registration requirements

  • An NZQA Teaching IQA comparing the qualification against New Zealand ITE standards (currently NZ$746).
  • Transcript or programme records showing the practicum's setting, stage and duration — the words 'including practicum' are not by themselves the evidence.
  • English: IELTS Academic 7.0 in every band, or another accepted route. Study completed in China does not normally qualify for the English-country exemptions.
  • Police clearance, professional standing and teaching appraisal evidence, obtained separately for each relevant country.
  • The Chinese Teacher Qualification Certificate is not a New Zealand requirement in itself, but it is the main evidence that you were qualified to teach in China.

Getting to New Zealand

Both the Teaching IQA and Teaching Council registration can be completed while you are still in China. With registration in hand, the entry route is normally an accredited employer's job offer (AEWV).

The binding limitYou must hold Teaching Council registration and a current practising certificate before you can teach. A job offer does not bypass the IQA and registration.
