Chinese teachers in Ontario, Canada: OCT certification and teaching
Teacher certification in Canada is provincial. This guide covers Ontario only: teaching in its publicly funded schools normally requires Ontario College of Teachers certification and continuing membership in good standing.
The order, from China to the classroom
- Confirm that Ontario is the intended province, open the OCT application, and review the personalised document list and deadlines.
- Have the Chinese university and teaching regulator send academic, certification and professional-standing records directly.
- Submit translations, language evidence and a Canadian criminal record check, then complete the prevention programme and any required mathematics test.
- Obtain the OCT certificate or satisfy any conditions OCT places on it.
- Find an Ontario school role and confirm the employer's LMIA, exemption and work-permit support arrangements.
- After the work permit is approved, begin teaching and maintain annual OCT membership.
How the qualification counts
- A general-education teacher normally needs at least a three-year postsecondary degree and an acceptable teacher-education programme.
- The benchmark for a complete teacher-education programme is normally four semesters with supervised practice teaching; OCT assesses overseas programme content and practicum evidence.
- The teacher-education programme should lead to teaching certification or authorisation where it was completed. OCT decides case by case whether any gaps can be addressed through conditions; this cannot be promised in advance.
Registration requirements
- Have universities and teaching regulators send transcripts, teaching certificates and statements of professional standing directly as OCT requires; personal uploads do not replace every primary-source document.
- Provide identity evidence, a Canadian criminal record check, and both originals and acceptable translations for documents not in English or French.
- If no exemption applies, provide English- or French-language evidence accepted by OCT.
- Complete the Sexual Abuse Prevention Program before certification; some applicants may also have to pass the Mathematics Proficiency Test.
- The application normally has to be completed within its one-year validity period or a new application and fees may be required.

- Evaluation fee for teacher education completed outside Ontario: CAD 222
- Application and evaluation total: CAD 362; an annual membership fee follows when eligible
- Translations, criminal record checks, language testing and any additional courses cost extra
Getting to Ontario, Canada
OCT certification is not a job or a work permit. After securing a school role, an employer-specific work permit normally also requires an eligible offer and either an employer's LMIA or the applicable LMIA exemption and offer number.
