For eligible applicants, the certificate process requires age 21–55, a university degree, a passport valid for at least six months from arrival, a biometric photo, foreign-work contracts and income of US$3,000 monthly or US$36,000 annually.
The identification certificate is the first step, not an issued visa or residence permit. Eligible applicants then apply through a Turkish visa centre or consulate.
Local Turkish employment requires the appropriate work authorisation; this foreign-work programme is not an open local-work permit.
